DOJ Fusion Center ODAP
The DOJ Fusion Center partnered with i3 to develop an innovative data analytics prototype for countering organized crime, money laundering, and drug trafficking. i3 delivered a hybrid cloud-hosted platform with predictive analytics, advanced search, and dynamic visualizations. This improved intelligence generation from over 150 agencies and yielded more actionable insights much faster.
Challenge
The DOJ Fusion Center’s legacy infrastructure lacked scalability, real-time insights, and the capacity to handle growing data volumes from over 150 agencies. This limited their capability to generate timely intelligence for countering organized crime, drug trafficking, and money laundering. Modernization was needed to enhance data aggregation, search, and visualization capabilities and ensure continuous operations. Without modernization, the center risked increasing response times and reduced effectiveness against complex transnational threats.
Solution
i3 significantly enhanced the Fusion Center’s data processing and analytics capabilities through the implementation of cloud hosting, Artificial Intelligence and Machine Learning (AI/ML) integration, and advanced search and visualization tools. The project focused on predictive analytics and network analysis of organized crime data, utilizing custom AI/ML solutions to meet the center's unique requirements. This included:

Developing an Azure-based platform capable of processing millions of data points using ML to deliver enriched, actionable intelligence to law enforcement agencies.

Implementing semantic tagging, data correlation techniques, and entity extraction to enrich data for analysis

Evaluating and integrating AI/ML tools from Microsoft Azure, Elasticsearch, and Dataiku to produce proof-of-concept solutions to ensure alignment with the Fusion Center’s operational needs.

Executing a seamless migration of on-premises systems to Microsoft Azure with zero downtime and achieving Authority to Operate (ATO) in compliance with the NIST Risk Management Framework (RMF).

The new platform provided advanced search and data enrichment, allowing the Fusion Center to process and analyze complex interconnected data sets with greater speed and accuracy.
AI/ML models improved predictive insights and helped identify potential criminal networks more efficiently, enabling faster responses to emerging threats.
The implementation of dynamic dashboards in Tableau and Power BI enabled real-time data visualizations and faster, data-driven decision-making.
